Mission Statement
The Newbury Beautification Committee (NBC) shall aid the town in the beautification of the community while supporting endeavors that will enrich family life and promote and strengthen community pride.

Policies and Procedures
- Active Members have the privilege of voting, may hold office, should attend meetings, and participate in or contribute to community endeavors.
- Friends of NBC are previously active members. Friends may not vote or hold office but may attend meetings and are encouraged to contribute to a community endeavor.
- Members and Friends will receive a discount at product sales.
- New Friends will receive emails about NBC sales and endeavors and may participate in the sales.
- Slate of Officers is presented in November and elections are held at the December meeting. The new officers’ duties begin in January.
- Officers shall serve 1 year and may be re-elected.
- Committee and Event Chairs shall attend Board of Director meetings when applicable.
- All purchases related to NBC events must be approved by the Event Chair or Finance person.
- For unforeseen or time constrained circumstances requiring membership approval, the Chair shall commence a vote of the membership via email.
- Members should report concerns regarding plant material or containers placed throughout the Town directly to the NBC Vice President.
- Topics unrelated to NBC shall not be discussed or presented during NBC meetings and events.
- The NBC mailing list shall not be used for personal or political ideologies.
Board of Directors Spending Limits
- The Board of Directors shall have a spending limit of $500 without membership approval, but with a majority vote of the Board of Directors.
- If more than $500 is required, the Chair shall commence a vote of the membership via email.
Board of Directors
NBC Chair and/or Co-Chair
Preside over meetings and oversee committees.
Prepare and email an agenda prior to meetings.
Appoint a Nominating Committee.
Prepare and submit an NBC year end summary for the annual Newbury Town Report.
Serve as ex-officio member of the Board for one year following term as NBC Chair.
NBC Vice Chair and/or Co-Chair
Aid the NBC Chair with meetings and preside over meetings in the NBC Chair’s absence.
Recruit Garden Captains and establish a watering schedule for the season.
Recording Secretary
Record and keep minutes of all meetings and send via email to members, in a timely manner.
Place hard copy with permanent records.
Corresponding Secretary
Prepare and send all NBC correspondence for congratulations, condolences, illness and the like.
Send a “Welcome to NBC” to new members.
Finance
Direct deposits, expenses, and associated receipts to the Town of Newbury’s finance person.
Give a monthly financial report at meetings including a financial update of events/activities.
Present a copy of the monthly report to the Recording Secretary for permanent records.
Distribute a year-end financial report to members.
Member-at-Large
Attend Board of Director meetings and serve as liaison between the Board and the membership.
Membership
Encourage residents to join NBC.
Receive new member forms.
Give new members a copy of the NBC book.
Introduce new members at general meetings.
Update and maintain member’s contact information and distribute to members.
Order/distribute NBC clothing to members.
Publicity
Advertise NBC events and activities. Prepare press releases or articles of interest to publications including Newbury Times and Intertown Record.
Prior to submission, articles shall be reviewed by the appropriate Board Members or Event Chair.
Photographer
Take photographs of NBC activities and events.
Retain photographs for publicity purposes.
Program Chair
Plan speakers, trips, workshops and other activities or social events for members.
Landscape Coordinator
Designs barrels, window boxes, hanging baskets
Orders town flowers. Be available to divide the plant order with others. Repack and box flowers for pick up by the garden captains.
Background in planting/landscape design and wholesale contacts at nurseries helpful.
Committee and Event Chairs

Committee and Event Chairs should create a team to make it a successful event.
Nominating Committee
Consists of 3 members and serves for one year.
Present slate of Officers at November meeting.
Fill vacant positions on the Board when required.
Scholarship Committee
Provide applications to the Newbury Public Library and the Guidance Department at KRHS.
Review applications & choose recipients from graduating seniors who are Newbury residents.
Introduce recipients at January general meeting.
Garden Captains
Oversee the planting of a specific garden area.
Work with their team to maintain their assigned garden area (weeding, insect control etc.).
WebMaster
Maintain the NBC pages on the town website with current information, photographs, and events.
Event Chairs
Appointed by and report to the Board of Directors.
Serve 2 years (or longer if the Board approves).
A job description will be provided.
Oversee event from inception to completion.
Appraise the status of the event at NBC meetings.
Create a post event report.
